The latest PTA prepaid rates data shows exactly what Pakistani operators charge when you use mobile data, calls and SMS without a bundle. Jazz tops the list at Rs 5 per MB, followed by Telenor and Zong at Rs 4 per MB plus tax, while Ufone charges the lowest rate at Rs 2.75 per MB plus tax.
These are standard pay-as-you-go rates, not bundle prices. A bundle always costs far less per MB, so these figures only hit you when your bundle runs out or you never buy one. This post breaks down the full comparison, plus the postpaid entry-level and premium gaps that PTA exposed in the same update.
What PTA Published and When
The Pakistan Telecommunication Authority updated its tariff comparison data on September 30, 2026. The figures were reported by TechJuice in early October, with a second report covering the postpaid tariff gaps. This is separate from PTA’s draft competition rules around the 25 percent significant market power threshold, which we covered in our post on PTA’s competition rules.
PTA did not set new prices. It published what each operator already charges, for both prepaid standard rates and postpaid entry-level and premium tiers. We could not reach the PTA website for direct confirmation from our side, so every figure below comes from the TechJuice reporting of the PTA data. Taxes sit on top of most of these rates, and promotional offers can change, so always confirm on the operator’s own app or helpline.
PTA Prepaid Rates: What Each Operator Charges
The table below lists the standard rates each operator applies when a prepaid user goes without a bundle.
| Operator | Standard data rate | Standard voice rate | Call setup fee | SMS rate |
| Jazz | Rs 5 per MB (Budget, Champion, Easy, One, Lite) | Rs 3.50 per minute; Lite Rs 3.60 per minute | Rs 0.15 | Rs 2.50 |
| Telenor | Rs 4 + tax per MB | Rs 2.92 to Rs 2.93 + tax per minute | Rs 0.125 + tax | Rs 1.80 + tax |
| Zong | Rs 4 + tax per MB | Rs 2.68 to Rs 2.97 + tax per minute, depending on package | Rs 0.15 | Rs 1.80 + tax |
| Ufone | Rs 2.75 + tax per MB | Rs 3.50 per minute | Rs 0.15 | Rs 2.03 + tax |
What the Numbers Mean for You
At Rs 5 per MB, just 100 MB of casual browsing on Jazz costs Rs 500 before taxes. A full 1 GB at standard rates would theoretically cost Rs 5,120. That single fact explains why a bundle is always the cheaper choice: bundle data costs a tiny fraction of these rates.
Taxes make it worse. PTA notes a 15 percent withholding tax on every recharge and a 19.5 percent sales tax on usage in applicable provinces and the federal territory, so a Rs 100 recharge never turns into Rs 100 of usable balance. The rates bite hardest for people who use their phones rarely. If you only call or text now and then, you may never buy a bundle, and your balance melts at these standard rates.
Telenor and Zong keep voice rates lower on some packages, from Rs 2.68 to Rs 2.97 per minute, but taxes are added to their published tariffs. Ufone has the lowest data rate of the four, yet its voice rate of Rs 3.50 per minute matches Jazz. For Telenor customers, the PTA advises checking current tariffs through official channels, and the My Telenor App is the safest place to confirm before you load.
PTA Postpaid Tariff Gaps
The same PTA update exposed wide gaps between entry-level and premium postpaid packages.
| Operator | Entry-level package | Premium package | Out-of-bundle on-net rate |
| Jazz | Value, Rs 1,600, 15 GB | Red Z / Elite, Rs 3,500, 200 GB | Rs 2 per minute |
| Telenor | Freedom 500, Rs 600 | SMART 3000, Rs 4,741 | Rs 1.40 per minute |
| Zong | Bronze, Rs 800, 10 GB | Titanium, Rs 4,000, 400 GB, 5,000 on-net minutes, 5,000 SMS | Rs 1.25 per minute |
| Ufone | Prime, Rs 1,000 | Prime Mega, Rs 2,400, 200 GB, 10,000 on-net minutes, 2,000 off-net minutes | Rs 1.90 per minute |
Telenor shows the widest spread, with its top package costing nearly eight times its entry plan. Zong’s premium is five times its entry price. Jazz demands the highest entry cost of all four at Rs 1,600, and its premium tier needs more than double that. Out-of-bundle calls are priced differently too: Jazz charges Rs 2 per minute for on-net calls once your allowance runs out, followed by Ufone at Rs 1.90, Telenor at Rs 1.40 and Zong at Rs 1.25. If you want a closer look at monthly plans, our Telenor postpaid guide breaks down the Freedom and Smart tiers.
How to Avoid Paying Standard Rates
Buy a bundle before you use data, calls or SMS. Even a small daily bundle costs far less than a few MB at standard rates. Jazz users can look at the Weekly Freedom offer with 50 GB of data, and Zong users have daily internet bundles that cost a fraction of the Rs 4 per MB standard rate.
Turn off mobile data when your bundle ends so background apps do not eat your balance at Rs 5 per MB. Watch your SMS count too: at Rs 2.50 per SMS on Jazz, a normal chat session burns money fast. And check your balance regularly after heavy usage days, because the jump back to standard rates after a bundle expires is where most surprise charges come from.
